The Parks & Recreation Department's Park Maintenance division is responsible for Garland's 2,400-acre park system of parklands, recreation centers, swimming pools, and other recreational facilities. In addition, Park Maintenance provides landscape management and litter control for over 600 acres of street medians and other right-of-way areas along major thoroughfares. They also provide grounds maintenance at municipal facilities such as City Hall, the libraries, the Granville Arts Center and the downtown plaza.

The Haskell L. Roach Garden Center and Greenhouse located in W. Cecil Winters Park consists of 10,368 square feet of covered climate-controlled greenhouses, 3,456 square feet of covered lath houses and 3,456 square feet of uncovered lath houses. The greenhouse is the operation center of both the Landscape Maintenance and the North Grounds Maintenance District.
