Garland Police Investigators, along with the City of Garland Internal Audit Department and city management, have uncovered a scheme of insurance fraud within the city’s Risk Management group involving several hundred thousand dollars. The exact amount is yet to be determined. Police have taken three people into custody today that are believed to be involved in the scheme. One of those persons is a city employee. The investigation is ongoing as detectives continue to go through records within the system and conduct interviews.
Those in custody are 66 year old Jerry Don Diviney, 41 year old Duane Milford Stailey and 59 year old Patsy S. Leathers, a city employee.
At this time the three arrested are charged with Engaging in Organized Criminal Activity, a 1st Degree Felony punishable by 5-99 years in prison and up to a $10,000 fine. Bond has not been set at this time and all three are currently in the Garland Jail.
