In response to the arrest of city employee Patsy S. Leathers in connection with alleged insurance fraud against the City of Garland, Garland City Manager William E. Dollar has the following statement:
 
“The City of Garland has a series of controls in place to protect against misuse of City funds.  As soon as we became aware of suspicious activity, we launched an intense investigation that has resulted in these three arrests.  City officials and police are continuing to investigate how these internal controls were circumvented, and we are already in the process of reassessing these policies and procedures.”
